Public Safety Forum: Logan Circle - Are We Safe Enough?

The Logan Circle Community Association is proud to sponsor a public safety forum for all concerned citizens of Logan Circle. The intent is to discuss the issues impacting our community, and to create a meaningful dialogue of solutions and concerns between the residents, business owners, working professionals, and our city officials.

Today, someone rang our doorbell on 11th St. and claimed to be a contractor working a few blocks away. Wanted to leave his tool box as collateral in exchange for money to get back to Baltimore County. Claimed I'd given him directions to Shaw Metro a few weeks ago and asked if "I remembered him." He may be going door to door in the area. This happened at 1:30 pm on Sunday.

11th between R & S. Guy is mid-thirties, white, plaid shirt, jeans, and bright white tennis shoes. I wanted to believe him, but we've been scammed in the past by people ringing the bell claiming some sort of hardship. He wasn't aggressive - but it was very odd.

Thanks so much for the quick response! I just posted this for other neighbors to read - didn't realize the police see this board. Appreciate the response. I forgot to mention that the guy is about 5'11 and has short brown hair.

I just want to say how impressed I am with Sgt. Emerman and thankful I am. What he is doing reminds me of an article I read after hearing about it from Guiliani when he campaigned for mayor of New York city over a decade ago. That article, "Broken Windows: The Police and Neighborhood Safety," by James Q. Wilson and George L. Kelling in the Atlantic Monthly (March 1982), talked about increasing neighborhood safety by having more foot-patrol officers. The theory being that officers in cars are limited in getting to know citizens because a door and window exclude the approaching citizen; they are a barrier. On the otherhand, foot-patrol officers are shaped more by the activity on the street as opposed to the cloed nature of a car (this is a simplistic run down, please read it if you can).

At any rate, I think Sgt. Emerman is employing a sort of "foot-patrol" on this blog. Despite the lack of phsyical contact, he is gaining vaulable information from user's posts to get a sense of what the concerns and problems are in the Logan community. Its a wonderful example of what New York city did to lessen crime, but using the Internet instead of sending officers on foot-patrol. Thank you, Sgt. Emerman.
