I need some help from my neighbors.
For almost two years I have been noticing what looks to be drug sales going on from 1305 P Street (basement unit of a multi-family). Day and night cars will pull up in the no parking zone on Kingman at P and honk their horns till a man comes out who makes an "exchange" in full view of the street.
Even worse he seems to offer a walk-up window - I see people walk down the front steps to the basement level and knock on the side-front window to do their business. The man also has a place he uses over on 9th and O (the well known, often raided crack house where he lived prior to moving to P Street) and he often can be seen loitering on the street there as well.
Two locations to better serve I guess. Sometimes he will sell out of his car - he always parks on P or Kingman and I'm sure you've probably noticed it - it's a '91 white BMW that ALWAYS has temp tags on it (sometimes VA, sometimes DC).
I'm not the only one who's noticed. Other residents of his building have complained to the management company but they believe that someone in the company is friends with him so nothing is ever done. I have complained to the company, the building's actual owner and MPD but no one seems interested.
If any of my neighbors have a view of the front of 1305 P can you please help by keeping an eye out? Can you call the police to report it too if you do see anything going on?

Every time someone sees something fishy going on at this residence, they need to call the police. If they actually see drugs changing hands, they should call 911.
After enough complaints have been filed, I would think that should be enough to have this building deemed a public nuisance and shut down.
Is there anyone out there with expertise in nuisance law? We could use some guidance . . .
The house at 9th & O that is alluded to in this post was raided on Nov. 16th. The folks who usually hang out in front have been absent since then. So the police are making progress on this front, I think. Here's hoping they have similar success with this P St. problem.
call 911 with the vehicle license plate and a description of the activity. you don't need to feel 'strange' for your suspicion -- let the law handle it...
Two cars that "visit" that location a lot are CH-4858 (DC tag - silver car) and AY-5063 (red sports car - DC tags - at least twice a week but always on Monday). By the time you can get to a phone they're gone already.
I saw that white BMW Sunday - it was parked illegally in the alley opening by the Studio Theater all afternoon - right next to an MPD patrol car who was parked on the sidewalk. I'm guessing the officer was working at the theater for the open house tour since his car was there from about 1 to 5PM. Surprised the officer didn't have the BMW ticketed or towed.
I saw the white BMW heading down O Street recently. Since reading these posts, I realized that I have also seen this vehicle with temporary plates several times in the area of O Street usually in the evenings. Not sure if this makes any difference or is helpful but I thought I would share the information. This blog has been a great resource for information.
I noticed it too. A few months ago it was always on O with paper plates and after they expired they parked it in the Jr. High lot and would deflate the tires until they needed to use it. Now I see it has Virginia temporary plates. Is that legal to keep getting temporary plates? I pay a lot for my registration and insurance - it's not fair!
I spotted the car and called the Mayor's Call Center today to see if something could be done and they said they'd alert parking enforcement ASAP. The temp tags whether real or fake are now expired so the car can be ticketed, towed or whatever the penalty is for not having registration and plates. A few police cars slowly cuised down Kingman Place where the car was parked but didn't stop and Parking Enforcement never showed up. Of course it's gone now and I have to wonder if this is all pointless.
